If it's being refretted you have to refin the fingerboard right? What does Paul think?
As for the state of the FG, I love it. I wouldn't refinish it unless Paul recommends, since he'd be a good one to match it and will know whether it needs it or not per the refret.

You have a ~40 year-old bass with a spectacular original finish. Beautiful, deep color...nice "tasteful" wear throughout.
In my opinion (and all due respect to Paul) DON'T REFINISH IT. A re-fret's fine, but leave that finish alone.
