FWIW - I recently bought a guitar on ebay from a first-time seller, and they are sitting on my money for 28 days, even after I left positive feedback (a friend picked the guitar up for me locally), all because he's a first-time seller.

Yeah, it's annoying to honest sellers, but it's necessary. I recently tried to buy an amp from a new seller who turned out to be a scammer; the guy never shipped it and didn't respond to my refund request. Having the money on hold made it easy for eBay to return it to me, and I likely wouldn't have bid if they didn't have that protection in place.
