An early '70s 4001 with Grovers has a slightly different tuner placement to a 4001 fitted with Klusons, or a 4003 (or variant) with the RIC branded Schallers (or the C64 vintage style Gotohs). The larger footprint of the Kluson/Schaller/Gotoh tuner will result in the base plate hanging off the edge of the head of the bass for the "A"-string tuner on the inside of the cresting wave on these basses. A tuner with a smaller footprint is required.

The bass in question appears to have the lowered A tuner placement, so a Kluson ( or Schaller/Rickenbacker) would fit.
The Grover ferrule has a slightly larger OD than the plastic Rick/Kluson ferrule which has a larger OD than the 60's Kluson and modern Gotoh repro.
Having said that, I think the Schaller M4 would fit w/out reaming the peg hole, but you'd need to drill one screw hole in the back of the peghead per tuner...
