The fretboard was butchered - can it be restored?

Maybe the fretboard was just glued on top of the original?

I should think a good luthier could fix it, that is the original fretboard painted black and the frets were filled in. Those aren't bound right? It's also a little rare as it is stereo.

It is nice, just wish it was not ferrari red...have no interest in that red.
