Clear Coat Peeling - The Trailer

Paul: Sorry this is not about a new movie.

I apologize but my question is not directly related to a problems with guitars, but about an old trailer. At the top edge of the side near the roof the paint seems intact but the clear coat seems to be peeling away?

Is this a common occurrence in older painted surfaces? Is the fix to repaint? Sorry I don't have photos at this point.

Is this trailer made by Rickenbacker, or perhaps Fender, or Gibson?

Solutions for the three brands would be slightly different, so I need to know this before I can proceed...

Seriously, it is a common occurrence depending upon material and method of construction. Pictures would help me to advise a course of action.
