What UK group, seemingly with time on their hands, complained of government fees in the 1960s?

Full marks Stan, but I am referring to the lyrics of course. The Beatles make reference, however, they had no time on their hands. The Stones, had time on their side but not who I am thinking of.

OK, how about the Kinks: Sunny Afternoon with the lyric: "Taxman's taken all my dough?" if they were "lazin' on a sunny afternoon, I guess they had time on their hands.

Hint: The group's name, that is the Kinks, does not suggest they have time on their hands.

The Outsiders did have a vocalist named Wally Tax, but they were also from Amsterdam.
