Would Scratch X be considered a light buffing compound? If so, could I use it as a final buffing agent after wet sanding, or should I use a course compound first?
If I need something else, what is recommended?

It is a micro-fine scratch remover. You'll definitely need something more aggressive to get sanding scratches out. Try 3M Perfect-It 3000 compound for hand-rubbing. Comes in an 8-ounce jar in paste form.
