Completely depends upon what your use will be. If you just want to convert tapes from a tape deck (boom box or something like that), simply using a cable between your tape deck and the existing sound card inputs (usually 1/8" inputs) will suffice. From there you can go all the way up to professional audio cards/converters, with the concept of connecting from the source to the computer basically the same as a cable between the tape deck and the sound card. Or any level of converters in between.
I've been using the M-Audio gear for nine years with not a single problem ( http://www.m-audio.com/index.php?do=pro ... =recording ). But again, if it's just to transfer tapes to your computer, if you have a sound card with inputs and some kind of software for do the recording, that would do the job well with a cable from Radio Shack.

I have had trouble even with a higher end audio card trying to hook audio cables to my computer. Granted I really didn't spend a ton of time fiddling with settings but I found it cumbersome.
If you are trying to convert audio cassettes to files on your computer, there are USB decks for both vinyl and cassettes nowadays.

I have a lot of audio tapes and a lot of Vinyl. When I just plug into the input on my sound card the sound is 80% to 90% ok. When I play on my mp3 player that is good enough. But When I make CDs it is not good enough. The sound gets garbled sometimes. So I need a device that will go between the analog playback device and the computer.

If you get a lower-priced digital audio recording interface you should be fine because all you need are two inputs. The interface will come with a lite version of recording studio software which is all you need there, too.
