Has the material used to make the mute pad always been foam rubber?
I could be wrong, but it seems like I remember my '72 having a felt material for the mute pad??

It's always been neoprene, never felt. It's the center cutout from the guitar pickup mounting ring.

It seems like the stuff in the 70's was a different density though. While utilizing the cut out piece from the guitar pads is a good idea, the piece ends up being too wide and "poofy". If they were neatly cut in half, they'd be the same size the early ones were and less..."poofy". I get two bass mute pads by cutting the sides of the guitar pickup foam.
