Bryce - A turquoise 4003 would be much easier to find that a true sea green. A sea green serial number should start with 00, 01 or 02 (depending on the year of production - yes, there are sea greens that have 02 dates). That would be unfortunate if it was a turquoise. If you're still interested in buying it, make sure that you're not paying the premium price that a sea green would command. For reference, here's a real sea green bass:

Sea Green is a vibrant turquoise blue, a solid (non metallic) pigment, and was the color of the year for 2000 with production going into '01 and 02(?).
Turquoise is a metallic blue-green, darker and more green than "Sea Green." Turquoise was a standard color from 1991 through 2003 (and perhaps beyond depending on order fulfillment). Sea Green should be considered rare, although there may be no way of unveiling production figures. Turquoise, while not nearly as common as the big three (Jetglo, Fireglo, Mapleglo) is not rare since it was available for more than 12 years.

I wouldn't be surprised if quite a few of the SG's seemingly small production run ended up abroad. The pastel colours seem to appeal far more to the European/Canadian market whereas the American market is much more traditional and conservative. Apart from the West Coast surfies, it seems an acquired taste for the domestic palate.
This along with 2001 DG are very thin on the ground. You rarely ever see one for sale anywhere. Unless everyone is hoarding them under the bed, ( yes, you BY
) you have to come to the conclusion that there were relatively few made.
